A new Water Culture Concept “Tirta Budaya Situ”

Commitment of local people is enhanced, especially for the management of urban lakes, so that urban lakes will supply more benefits and services to local people.

Research result shows that there are some urban lakes which have been well managed by Local Government, for example Situ Babakan because it is located in Betawi culture preservation area. Other case, Situ Binong which has beautiful landscape, has been voluntarily managed by local residents so that every year there is a traditional Ceremony called “Sedekah Bumi” which is a thanksgiving ceremony to their ancestor who made the Situ Binong. A rare example is a case where the private sector manages Waduk Pluit. The private sector is supported by Local Government. But there is disputes with local people. Another case is Situ Bungur which is managed by young people and supported by Local Parliament members and Local Government.

For increasing the quality of life of Jabodetabek residents, it is urgent to enhance the functions of urban lake and their surroundings. Re-function of abandoned urban lake to reduce flooding. The research found that there is a need to organize the relationship between residents, local government and private sector.

We need to improve the awareness of the community because it is difficult to be managed by the Central/Local Government only. Based on our research results: we propose a new water culture called “Tirta Budaya Situ”. With a new water culture, community will feel needs from the urban lake, and they will protect and maintain urban lake and environment. Until now, many urban lakes were abandoned because the community does not have feeling of belonging, does not feel needs and know the importance of the urban lakes.

A new approach; to maintain urban lake where Central Government can not handle and Local Government has no authority to manage, the community role is defined and enhanced. New water culture called the “Tirta Budaya Situ” is promoted. Tirta of “Tirta Budaya Situ” means the sense of water in Sanskrit language, Budaya means Indonesian culture, and Situ means a small lake. In “Tirta Budaya Situ “, the system of urban lakes certification is created.

Community and local government will work together to apply for the certificate to the Ministry of Environment and Forest, and maintain and enhance the functions and services of urban lake. Urban lake which has certificate of “Tirta Budaya Situ”, will be proud of the local community. Thus, encourage community to concern with urban lake at their area. Situ or reservoir which has certificate of “Tirta Budaya Situ” has a variety of functions and residents surrounding the lakes will be deeply involved in the maintenance and enhance the survives. An opportunity for private sector to change or enhance their image.

There is a need to organize the collaboration among community, local government and private sector. Community and local government will collaborate in order to get the certification of “Tirta Budaya Situ”. They will apply to get the certificate to the Ministry of the Environment and Forest. Certificate of “Tirta Budaya Situ” is use to get CSR from private sector. Through “Tirta Budaya Situ” Certification, we hope that community, local government and private sector will be active in the urban lake utilization and management, so that the urban lake will not be abandoned or damaged.

Urban lake with certificate of “Tirta Budaya Situ” it will be more easy to get support from legislators and get a funding for maintenance and management by community from the Central and Local Governments. Private sector will be actively involved to the maintenance of the urban lake by making use of their CSR funding. Using the certificates the company can publicize their contribution more easily and apparently.

Inventory data is essenssial for establishment of "Urban Lake Certification System". However, it is difficult to collect all detail data under the government or resercher's effort only. Therefore participatory data collection sysytem is useful to collect a data through the Internet or SNS. Now, some sample data is available such as " Situ Babakan, Situ Tonjong, Waduk Pluit, Situ rawa Dongkal, Situ Cihuni, Situ Cipondoh, Situ Binong, Situ Juanda". Data can be shown under "Google Earth" application.
